Rise of Kingdom's introduction of another legendary infantry and garrison commander, Zenobia, dynamically changes the way how governors defend their city and strongholds. Through her powerful healing and defensive skills, she is an exceptional garrison commander. In fact, lots of governors have been utilizing her in Ark Of Osiris as a stronghold garrison commander. And the results are pretty amazing. However, like all the other commanders, she needs the right talents to become an excellent commander. Well, through this Zenobia Talent Tree Build Guide, we will show you how to transform her into an excellent garrison commander.
How to Unlock Zenobia?
Zenobia can be unlocked in Rise of Kingdoms if your kingdom has been opened for more than 310 days. Newer kingdoms will have to wait before they can unlock Zenobia. For older kingdoms, she should be available through the following methods below:
- The Mightiest Governor Event – Reaching a specific place/rank in The Mightiest Governor event guarantees you a number of Zenobia Sculptures. Use the rewarded Zenobia Sculptures to summon Zenobia and level up her skills.
- Card King Event – Zenobia Sculptures will soon be available in the Card King Event once she is no longer available as a reward in The Mightiest Governor Event.
Zenobia Skill Set
Before we go over the talent build for Zenobia, it's very important that we are familiar with her skills. This allows us to identify what are the strengths and weaknesses of Zenobia. Knowing these will help us to decide which talents from her talent tree will fully maximize her potential. Anyway, here is Zenobia’s skill set:
- Queen of Palmyra - Heals the nearby allied troop with the lowest percentage of units remaining (Healing Factor 300, can heal troops led by this commander) and then heals their own troops on the next turn (Healing Factor 1100). Troops healed by this skill gain 20% increased health for 2 seconds.
- Unmatched Beauty - While this commander is leading the garrison of your own city or a stronghold, troops led by this commander take 15% reduced damage from normal attacks, and deal 15% normal attack damage.
- Conqueror’s Ambition - Infantry unites led by this commander gain 20% increased health and 20% increased attack. All troops led by this commander deal 10% more damage to rallied troops.
- Pluralistic Reign - While this commander is leading the garrison of your own city or a stronghold, the attacks of troops led by this commander have a 10% chance to deal extra damage per second to the target troop (Damage Factor 600) for 3 seconds. This skill’s damage per second effect can trigger once every 5 seconds.
- Ascending Augusta (Expertise) - Heals the nearby allied troop (two allied troop while leading the garrison of your own city or a stronghold) with the lowest percentage of units remaining (Healing Factor 300, can heal troops led by this commander), and then heals their own troops on the next turn (Healing Factor 1100). Troops healed by this skill gain 50% increased health and 30% increased damage for 2 seconds.
Excel in Garrison & Defense Skills
Zenobia has a handful of defensive and garrison skills. By just looking at these skills, you’ll easily identify her as a garrison commander. The combination of excellent healing, health boost, defense boost and enemy attack damage reduction skills totally improves her damage sustain ability in city/stronghold garrison. It almost feels like it's an impenetrable defense. For as long as your allies keep on reinforcing Zenobia’s garrison, any enemy rally attacking the garrison will be demolished. Reports will definitely indicate more troop losses on the enemy side than your side.
Has Decent Offensive Skills
What I like about Zenobia is that she doesn’t only have excellent defensive & garrison skills, but she also has decent offensive skills. Offense is also an important aspect of defending cities or strongholds. Having high damage sustain ability in a garrison won’t be that great if your enemy can also withstand the garrison defense. This will only result in equal losses, or worse, more losses in your garrison. Thus, it is also important that your garrison can demolish an enemy rally as fast as they can. This is why Zenobia is an excellent garrison commander because of all the bonus damage she can deal to the enemy rally. In fact, she doesn’t only have a bonus attack damage of up to 65%, but she can also deal extra damage per second. Clearly, she has offensive and defensive abilities which are more than enough to demolish any enemy rally.

Recommended Garrison Talent Builds for Zenobia
Usually, excellent garrison commanders in Rise of Kingdoms have the Garrison and Defense Trees. In Zenobia’s case, she has the Infantry, Support and Garrison Talent Trees. It’s a bit different from the usual talent trees of garrison commanders, but it definitely doesn’t mean she lags behind from these garrison commanders. In fact, she is better than most of these garrison commanders. Base Talent Build for Zenobia
Garrison Talent Builds have no specific builds. The garrison talent build must greatly depend on the situation, or on the kind of rally you want to counter. Let’s start from Zenobia’s Support Talent Tree. Unlock Rejuvenate to increase her rage restoration and Counterattack to increase her attack damage after activating her healing skill. Along the way, you’ll also unlock Burning Blood for increased rage restoration, Elixir for increased healing effects and Loose Formation for reduced skill damage.

From the Infantry Talent Tree, unlock Strong of Body for increased health, Undying Fury for increased rage restoration and Iron Spear for increased damage.
- Impenetrable Fortifications

From the Garrison Talent Tree, unlock Impenetrable Fortifications to reduce damage taken and Empty Fortress Strategem to increase damage dealt to the enemy.
So far, the base talent build recommended for Zenobia will already make her a decent garrison commander. However, there are still a few talent points to spend. For Zenobia’s Stronghold Garrison Talent Build, we recommend unlocking King’s Guard to increase her troop’s attack, defense and health. City Guardian will also be unlocked to increase Watchtower attack damage.
City Garrison Specialization Talents for Zenobia
- Nowhere To Turn
- Double-Headed Axe
- Expert Design
For Zenobia’s City Garrison Talent Build, we recommend unlocking Nowhere To Turn to increase rage restoration for city defense, Double-Headed Axe to increase normal attack damage, and Expert Design to increase the attack, defense and health of your siege units.
Other Optional Talents to Consider
I would strongly suggest unlocking Impregnable since it is most likely that Zenobia will be defending against archer rallies. But if she will be defending against non-nuking rallies like the common Attila + Takeda Combo, then you can spend your remaining points somewhere else.
Recommended Commander Pairing for Zenobia
Let’s further maximize Zenobia’s potential by pairing her with another exceptional garrison commander. Here are a few commanders that would improve Zenobia’s garrison abilities.
Theodora is an excellent pair for Zenobia. The AOE damage, bonus damage and bonus defense brought by Theodora greatly improves the offensive ability of Zenobia. As we all know, Zenobia is better in defense than in offense. Thus, pairing her with Theodora significantly improves her offense. Plus, the additional defense by Theordora allows their pairing to sustain more damage. Other notable garrison commanders are Wu Zetian, Yi Sun-Sin and Yi Seong-Gye.
Constantine is another excellent pair for Zenobia. Theodora was an overall better pair, but if you specialize in infantry technology and troops, then you’d definitely want to pair her with another excellent infantry commander like Constantine. Other notable infantry commanders you can pair her with are Richard I, Charles Martel and Alexander The Great.
